Do postmen/mailmen keep a record of what they post/mail?

For example if I was receiving bills and then the company threatened to prosecute me would I be able to lie and say I didn't receive the letter, or is there a way they can check something has been received (e.g the postman/woman making a record of the things that have been delivered)
