Who do I complain to about the postman folding all our mail?

He folds everything, it is getting on our nerves. He often used to deliver mail to us that wasn't addressed to us, I redelivered the post my self and the person whose mail we were getting complained to him (the postman) and since then he deliberately folds our post - who can I ask to make him stop? please help, thanks :)
